Early Childhood Programs

OLHSA's Early Childhood programs support children fulfilling their potential. Early childhood programs are designed to ensure children and families have access to nutritional, medical, educational, and family supports. We partner with families and medical professionals to improve healthy childhood development outcomes inside and outside the classroom. OLHSA is there to lend a helping hand to parents who are ready to take the initiative in their child’s welfare.

How to Apply

Program eligibility is determined by household income and the age of child, special considerations is given to families of children with disabilities.

Documents Needed With Appointment

  • A copy of your child's Birth Certificate
  • Documentation of PUBLIC ASSISTANCE (Cash Assistance, SNAP or SSI benefits (if applicable)
  • Documentation of homelessness or foster care (if applicable)
  • Income information for previous year: W2 or 1040
  • Most current immunization record (if available)
  • Proof of residency
  • Insurance/Medicaid card
  • IEP/IFSP or disability documentation (if applicable)

Enrollment Guidelines

Head Start

Head Start s a pre-school program with a full day option available. Priority is given to families with income below 100% of the federal poverty guidelines, families experiencing homelessness, foster care children or children with disabilities that are 3 or 4 years old. A child must turn 3 years old by September 1st of the current school year. A birth certificate and current proof of income such as an income tax return, W2 or proof of current public assistance benefits (SNAP, TANF or SSI), Homelessness or foster care documentation is needed.

Early Head Start

Center based and home based options available for families with children ages birth to three years old that fall below 100% of the federal poverty guidelines, families experiencing homelessness, foster care children or children with disabilities. A child must turn 3 years old after September 1st of the current school year. A birth certificate and current proof of income such as an income tax return, W2 or proof of current public assistance benefits (SNAP, TANF or SSI), Homelessness or foster care documentation is needed.

Great Start Readiness Program (GSRP)

Families with children 4 years of age with certain risk factors. Documentation of risk factors, such as income, must be provided.

Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)

Low-income pregnant women or families with children up to age 5.
